Abstract

The traffic congestion on Interstate 80 from the Bay Bridge to the City of Pinole imposes unique encounters for commuters in the Bay Area. Several academic research and reports have been conducted to help address these challenges. However, traffic congestion issues a decade ago is still the same traffic congestion today, there has been less progress in that area. This research effort explores whether vanpool and congestion pricing could be the solution to curb traffic congestion. The research question examined in this study is: Will integrating increased corporate support and use of employee vanpool services along with highway use of congestion pricing help reduce traffic congestion on Interstate 80 from the Bay Bridge to the City of Pinole? The two research hypotheses examined in this study are: Hypothesis (1). Increasing corporate support and use of employee vanpools will be effective in reducing traffic congestion on Interstate 80 from the Bay Bridge to the City of Pinole. Hypothesis (2). Introducing congestion pricing scheme will be effective in reducing traffic congestion on Interstate 80 from the Bay Bridge to the City of Pinole. The project will also evaluate other “best practices” learned from other metropolitan cities and replicate it to the San Francisco Bay Area corridors.
