Abstract
This research explores preserving agricultural lands through infill development. The researcher gauged if local governments throughout California have made a concerted effort to promote infill development. Secondary research via literature review identified the benefits of infill development, the obstacles to implementing infill development, and the strategies for overcoming obstacles. Primary data was collected using mixed method research that involved a survey of staff from local governments throughout California and interviews with six experts in the field. The researcher concluded that local governments in California have made a concerted effort to promote infill development; however, more effort is needed. The researcher recommended amendments to the California Government Code to enhance public awareness and collaboration amongst local governments and other stakeholders.
