Abstract
The City of Citrus Heights is a retail dependent suburb in California, home to nearly 90,000 residents. Declining revenues and increasing costs have constrained the city’s budget. Incorporation of Smart Growth principles into the city’s policies is a potential solution to address these challenges. A review of the relevant literature includes scholarly and practitioner studies on the fiscal benefits of implementation of Smart Growth principles in suburban environments. The literature review also provides insight into the key steps of implementation for other suburban agencies that have successfully stewarded Smart Growth principles into economic success. Data collected from surveys and key informants demonstrates the financial impacts of Smart Growth. The results of this study demonstrate that incorporation of and strict implementation of Smart Growth principles into city policies will improve the fiscal conditions in Citrus Heights.
