Abstract

Administering contractual agreements involves decision-making and is a relevant task for Public Administrators in the City of Berkeley, Parks, Recreation and Waterfront – Parks Division. Decision-making tools in relation to contracts are non-existent at this Division, which is why researching this topic is relevant. Literary review will allow for a closer look into whether or not an implementation of a tool that will aid with choosing the most effective option leading to desired outcomes will reduce costs. Qualitative and quantitative research efforts and methodologies will be initiated to lead to a recommendation. Specifically, a combination of interviewing and surveys will be used as a means to draw a conclusion that will support or reject the hypothesis. This study might help City of Berkeley administrators with making efficient decisions when handling contracts, which may result in cost-savings. A tool leading to less money spent, may benefit the City in its entirety as well as its stakeholders.
