Abstract

Following the terrorist attacks of September 11, 2007 (9/11), there was widespread criticism of national security institutions. Management principles utilized by the agencies were included in such criticism, specifically failings attributed to organizational structures and processes, information-handling and analytical approaches. This research undertook to determine whether the management principles utilized by national security agencies prior to 9/11 were inconsistent with organizational management principles advocated in management literature.

The research results indicated that management principles used by the national security agencies prior to the attacks were not inconsistent with management principles advocated in the literature, and that there is no clear evidence that another set of management principles would have prevented the attacks.
