Abstract

The reemergence of accessory dwelling units as a potentially significant and viable housing vehicle is examined in a contiguous study area covering three jurisdictions in bayside San Mateo County. With an ongoing statewide, regional and local 'housing crisis' pushing demand and prices far beyond supply and pricing many out of the market, the state of California changed the regulatory landscape for ADUs with new laws that went into effect January 2017 to make these units easier to build. The research investigates where and how Redwood City, Atherton, and unincorporated San Mateo County tracts such as North Fair Oaks are implementing the streamlined approval of ADU units and how significant the impact might be in expanding the housing supply to include affordable, accessible and inclusive units.
