Abstract

Substance Use Disorder and homelessness appear to be correlated. 80% of unsheltered homeless individuals in San Mateo County have at least one disability. 72% cite their disability as “drug or alcohol problems” (HOPE, 2013, p. 13). In 2013, 22% of this population comprised the emergency housing clientele of Safe Harbor Shelter. 62% of total clients served, voluntarily exited the shelter within 90 days of seeking temporary housing services and did not receive transitional housing services (Brown & Rodriguez, personal communication, October 4, 2013). In order to assess the effectiveness of substance abuse services provided at Safe Harbor Shelter, the curriculum of these services will be examined. In addition, within this proposal, literature will be reviewed and analyzed, existing clients will be surveyed, and the Substance Abuse Counselor and Case Manger of Safe Harbor Shelter, Associate Directors of Safe Harbor Shelter, and Director of Programs and Services of Samaritan House will be interviewed. Results of this study will guide programming and treatment strategies provided by Safe Harbor Shelter of Samaritan House in San Mateo County, California.
