Abstract
In 2005, the City of Martinez agreed to an enhanced California Public Employee Retirement System retirement program (3% at 50) for all sworn law enforcement employees working for the Martinez Police Department (MPD). In the recent years, this has been shown to be the standard in the state, as 251 police agencies across California currently have this enhanced retirement. Effective January 1, 2008, 13 MPD police staff will be eligible for retirement. Currently, there is no plan to address expected vacancies. Among those predicted to retire are the police chief, one commander, and one sergeant.
This study will examine MPD command staff's perception of readiness for filling future department leadership needs. This study will evaluate the MPD command staff's perception of readiness pre and post exposure to leadership development tools such as a succession plan and the Gallup Leadership Assessment. This study will also explore the value of succession planning for public agencies in general. Finally, this study will make recommendations for the exploration of succession planning at MPD, as well as recommendations for continued research in the area of succession planning as it relates to law enforcement agencies.
