Abstract
The California Military Base Reuse Task Force was asked to identify the problems that have inhibited the successful conversion of closing California military bases and to make recommendations to you for overcoming these barriers.
The report and recommendations which follow represent a consensus of the members of the Task Force, based upon the information presented to us. Our three principal Conclusions are that clear responsibility needs to be fixed for oversight of reuse at each base; that the regulatory barriers to growth and development throughout California, as pointed out by the Competitiveness Council and others, are especially burdensome on military bases; and that toxic clean-up remains an overriding concern at all closing bases.
