Abstract
California's Energy Agenda, the Commission's seventh Biennial Report, is the California Energy Commission's principal planning document. It identifies emerging trends in energy supply and demand, and once approved by the Governor, becomes the state's official energy policy. The Agenda thus forms the basis for action by the Legislature, other government agencies, utilities, and the private sector to meet California's future energy needs.
