Abstract

The Chamberlin Library, located at the former Fort Ord, closed in May 2014 due to budget cuts. Therefore, Department of Defense military members, civilian employees, and their family members on Monterey community do not have access to a public library. This research evaluated and analyzed the feasibility of an agreement with the City of Monterey Public Library to provide library services to the military community in Monterey. This military-municipal partnership has been given emphasis by the Government by enacting the Fiscal Year 2013 National Defense Authorization Act, which provides authority for military installations to enter into intergovernmental support agreements with state and local governments to mutually share services. Literature reviews on materials pertaining to this legislation were analyzed to better understand the concept. Relevant literatures on why and how the "Monterey Model" was recognized as the "gold standard" for agreement between governmental agencies were studied. The "Monterey Model" has been the benchmark for public-public partnerships since its start in 1998. Data were collected by interviewing key informants who were participants in the planning and implementation of the "Monterey Model", expert on resource management, and Library Directors from Arizona and Monterey. Surveys went sent out with 87% response rate (87 out of 100) via email to military members, civilian members, and their family members who are beneficiaries of this agreement. The result of my research was a resounding support from the respondents (83% favored the agreement, 72 out of 87). Key informants provided valuable information resulting in workable recommendations, to include forming a committee from city and military leaderships to discuss specific details of a practicable agreement. The Monterey Public Library providing library services to the military community is a "win-win" situation. This partnership may not have financial benefit, however; there are human factors, social and cultural contributions which will have immense impact in the community.
