Abstract
This report is a result of bipartisan legislation (AB 3231, Chapter 831, Statutes of 1982) that initiated a project to clarify and simplify state and county responsibilities for human services programs. The legislation was enacted because of serious problems with state/county administration and funding responsibilities.
